DLT Registration and Guidelines Is Now an Obligation in India

Telecom Regulatory Authority of India (TRAI) in its continuous endeavour to create a cleaner and transparent system in the Indian telecom industry has released a new regulation in July 2018 to curb Unsolicited Commercial Communication (UCC) and enhance mobile subscriber privacy, TCCCPR 18 Telecom Commercial Communications Customer Preference Regulation 2018. The Regulation is intended to eliminate spam and fraud which has been a concern for many years. The regulation has mandated the use of Blockchain technology also known as Distributed Ledger Technology (DLT) to implement the solution.

Telecom Regulatory Authority of India(TRAI) has announced mandatory registration of DLT to all the telemarketers and Bulk SMS Marketing entities from 1st June 2020. Once DLT (Distributed Ledger Technology) is functional all the headers and content of SMS will be whitelisted with the operators, and this would be done to curb the Unsolicitation of Commercial Communication (UCC). To send text messages anywhere within India, one needs to register with the telecom operator as an Enterprise. TRAI has currently directed to stop unregistered entities or enterprises and their header traffic.

  • From 1st June, going forward Delivery Reports (DLRs) will not be shared for promotional traffic (defined as SMS being sent from Numeric Sender IDs).
  • Only registered senders on any mobile operator DLT platform will be allowed to submit the traffic (applicable for promotional and transactional traffic with sender ID). 


To offer regulatory compliant solutions in conjunction with TRAI, to create a much wider and a transparent system, we at Saino First are taking various corrective measures. Most of the operators have already implemented DLT system. The focus of the first phase of regulation was on registering all the Enterprises/ Entities on a new platform. 
Saino First Network is also a registered Telemarketer on the operator’s DLT platform and we would want you to proactively engage in this and register as a Principle Entity or Enterprise to comply with the new regulations. Please note that anyone who fails to register will become non-complaint. Subsequently, enterprises (like your esteemed organisation) will then not be able to send A2P SMS to your end consumers.

This is applicable only for SMS traffic being sent in India. Kindly ignore if you are not sending SMS traffic in India. 


Kindly note while registration select Saino First Network Pvt Ltd as the telemarketer ID which is available on DLT with 1102475160000010832 (Unique Registration ID).
In any case, if you have done the registration with any other Telemarketer on the operator’s platform already, then you need to update Telemarketer ID.
